Czech GP, Prime Place clarification

I have a question about Prime Place, though this is probably kind of clear:

I assume that "diagonal group" is always a full diagonal (goes as far as it can). In particular, a diagonal consisting of 1 and 3 would have no diagonal line at all, rather than a diagonal just in the cell with the 3.

You are right. Diagonal group consists of all the diagonal cells touching by corners (in the given diagonal direction). If there is a gap on the diagonal (cell not belonging to the grid) you may also have two separate diagonal groups in that direction.

if a "group of horizontally or vertically adjacent cells" is composed of only one cell, will the rule apply?

It looks like a "group" can be any number of cells, including one. Am I reading this correctly?
